内容简介：A dual-toll policy, considering a multi-degree fuzzy incident rate, is proposed to mitigate the risk caused by hazardous materials (hazmat) transportation in a road network. To address several carriers transporting multiple types of hazmat, we use a bi-level programming formulation. The upper and lower levels reflect the decision problems for the regulators (regional and local governments), and for travelers (hazmat and non-hazmat), respectively. The "risk equity" (minimization of the maximum link risk) is addressed in addition to the total network risk, so that the spatial distribution of risk is closer to homogeneous. Hazmat and non-hazmat travelers make routing decisions by arranging their transportation flows in light of the corresponding tolls posed by the regulators. To solve the model effectively, a genetic-algorithm-based methodology is employed along with a piecewise linearization method and a Frank-Wolfe approach. Employing the Sioux Falls network, we present case studies which illustrate managerial insights from the dual toll policy and various degrees of incident possibilities, when differing hazmat tolls are imposed on distinct types of hazmat shipped by multiple carriers.
报告人简介：柯奕，加拿大纽芬兰大学副教授，博导。加拿大滑铁卢大学管理科学系兼职教授。荣获加拿大国家自然基金（NSERC）等奖项十余项。学术成果丰富，在国际知名SCI、SSCI期刊发表学术论文二十余篇，包括European Journal of Operational Research，International Journal of Production Economics, Journal of the Operational Research Society等。同时，担任Applied Mathematics and Computation，Production and Operations Management, International Journal of Production Research等十多个国际期刊评委。
